Officers were in the area on foot patrol when they saw Kichong Phommahaxay, 34, using drugs. Phommahaxay fled from officers on foot. Officers chased after and soon caught up with him, and after a brief struggle took him into custody. He was taken to jail for fleeing, resisting arrest, possession, and paraphernalia, as well as warrants.

Three vehicles were stopped at a red light when a male exited one of the vehicles and began shooting at the other two. Both victim vehicles fled the scene but did not call to file a report. One shell casing was found in the intersection. There were no reports of injuries or damages. The victims have not been located.
