Government Records Access and Management Act (GRAMA)

GRAMA is a comprehensive law dealing with management of government records. GRAMA states who has access to records and how the law is enforced. It is an attempt to balance the public’s constitutional right of access to information concerning public business, the individual’s constitutional right of privacy when the government gathers personal data, and the public policy interest in allowing a government to restrict access to certain records for the public good.
What is GRAMA?
In 1991, the Utah Legislature enacted the Government Records Access and Management Act (GRAMA) under Title 63G, Chapter 2 of the Utah Code, giving the public the right to access information.

Requesting a GRAMA Report
- If living in Salt Lake County or near by counties, you have two options:
- Click here to use the online portal to submit a GRAMA request.
- Present IN PERSON a completed form along with picture ID (current US Driver’s License, US ID Card, US Passport, US Visa, US Permanent Residence Card, US Employment Authorization Card, US Concealed Weapon Permit, or US Military ID) and a $5.09 processing fee per report between 8:00 am and 4:30 pm Mon – Fri excluding holidays at:

- Requirements for mailing:
- Notarized copy of current US Driver’s License, US ID Card, US Passport, US Visa, US Permanent Residence Card, US Employment Authorization Card, US Concealed Weapon Permit, or US Military ID
- A signed GRAMA request form for each report requested (Download the form below)

- A Driver Privilege Card is not considered identification in a government office.
- In addition to your Driver’s Privilege Card you must show 2 other current forms of ID. You may only show one ID from each category. (For example one from legal and one from photo or one from legal and one from utility. You cannot show 2 from photo or 2 from legal.)Legal : birth, marriage, divorce, vehicle title

What is a public record?
As defined in Utah Code Ann. § 63G-2-103, public record means a record that is not private, controlled, or protected and is prepared, owned, received or retained by the governmental entity. Records requested must be able to be reproduced from the original record.
What are private, controlled and protected records?
A private record generally relates to an individual’s private interests and disclosure of such to the public would constitute a clearly unwarranted invasion of privacy. A record is considered “controlled” if it contains medical, psychiatric or psychological data about an individual. Protected records include, but are not limited to, open and ongoing investigations.
Who can initiate a GRAMA request?
Any person can make a public records request. However, public disclosure is regulated by several different statutes dependent upon the record. If you are the subject of the record (i.e., arrestee or victim), you may be entitled to information not available to the general public.
What types of police records may be available?
- Chronological logs (also known as complaint logs or service calls)
- Initial contact reports
- Traffic accident reports
Depending upon the status of the case, these records may not be available at the time of your request.
What is the time limit for a response to a GRAMA request?
A governmental entity has ten (10) business days after receiving a written request to provide the record, deny the request, or notify the requester that it cannot immediately provide a response due to extraordinary circumstances. Extraordinary circumstances may require more processing time.
