SLCPD Liberty Patrol Officers Seize Large Quantity of MethamphetamineSALT LAKE CITY — Officers with the Salt Lake City Police Department’s Liberty Patrol Division safely arrested two people and seized a large quantity of methamphetamine. This investigation started at 3:05 a.m. on Friday, April 19, 2024, when officers stopped an SUV for not having a license plate near 1500 South West Temple Street. The officer spoke with the driver, later identified as 52-year-old James Castro, and found he did not have a valid driver’s license or insurance for the SUV. Officers found the passenger, 45-year-old Caroline Campbell, was not wearing a seatbelt. Officers impounded the car. During an inventory of the SUV, officers found over 200 grams (nearly half of a pound) of methamphetamine along with scales and packaging material. Officers booked Castro into the Salt Lake County Metro Jail on one count possession with intent to distribute a controlled substance, one count possession of drug paraphernalia, one count of operating a vehicle without insurance and one count of driving on a denied license. Officers booked Campbell into the Salt Lake County Metro Jail on one count of possession of a controlled substance. Charges are only allegations, and every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt. The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos. Several photos of the evidence seized are being released. Media may use these photos with credit to the Salt Lake City Police Department.
